Appropriations

SF 166          State Supplemental Aid (SSA).  Sets increase in state school funding in FY 2018 with an increase for SSA and Categorical funding at 1.11%.  The state cost per pupil would increase from $6,591 to $6,664 (or $73).  The bill also changes the process for setting of SSA in the future to be for the upcoming fiscal year, not 1 ½ years in advance for proper notice to schools. (passed House 55-40) (signed, effective 2/8/17)

Commerce

HSB 13         Regulation of Deposits by Municipalities.  Eliminates the regulation of Iowa Utilities Board over municipally owned utilities regarding the deposits which may be required by a utility for the initiation or reinstatement of services.  In addition, updates terminology to include “disconnected” in Iowa code.  (passed Committee 22-0) to House Calendar

HSB 21         Notification of Potential Need for a Receivership.  Allows the Iowa Insurance Division (IID) Commissioner to notify the Attorney General of a potential need for a receivership for both a preneed seller of cemetery and funeral merchandise or funeral services and for a cemetery itself.  This is an IID bill. (passed Committee 22-0) to House Calendar

HSB 22         Money Market Fund.  Updates to Iowa Code renaming the “Class one money market fund” to “Rule 2a-7 money market fund.”  Strikes the language referring to “class one” and instead keeps the reference to the “2a-7” provision; and updates to Iowa code regarding Credit for Reinsurance, which give the Iowa Insurance Division (IID) Commissioner authority to adopt rules applicable to reinsurance arrangements.  Lastly, there is a retroactive applicability provision of January 1, 2015 for the changes made in the bill. This is an IID bill. (passed Committee 22-0) to House Calendar

HSB 23         Certificate of Insurance.  Codifies a 2010 Iowa Insurance Division (IID) Commissioner bulletin regarding certificates of insurance.  The original bulletin was issued after receiving complaints of misuse of certificates in the marketplace.  A certificate of insurance is a document that provides evidence of coverage for property and casualty insurance.  The certificate is not intended to act as a substitute for the actual insurance policy, but provide proof that coverage does exist on a risk.  In addition, the terms of the policy may not be changed on a certificate of insurance.  Clarifying language is included relating to commercial real estate transactions.  (passed Committee 22-0) to House Calendar

Human Resources

HF 232         Pronouncement of an Expected Death.  Allows nurses and physician assistants to pronounce the death of patient at a prison, when the death is expected.  (passed Committee21-0) to House Calendar

HF 233         Step Therapy Protocol.  Standardizes the step therapy protocol process and the exceptions for when a person can bypass the step therapy protocol process when they change jobs or obtain new insurance after completing the therapy step protocol.  (passed Committee 21-0) to House Calendar

HF 234         Mental Health Advocate Reports.  Eliminates the requirement that mental health advocates file quarterly reports with the court.  The advocate is still required to file reports as necessary or as required by the court.  (passed Committee 21-0) to House Calendar

Judiciary

HSB 33         School Supplies for Extra Credit – Prohibition.  Prohibits school administrators and teachers from granting extra credit to students that contribute school supplies for use in the classroom.  (passed Committee 16-5) to House Calendar

Public Safety

HSB 67         Sanctuary Cities.  Prohibits the state, state agencies – including Regents institutions, counties and cities from adopting rules, policies, etc that would limit or restrict the enforcement of any federal immigration law to less than the full extent permitted by federal law.  (passed Committee 12-9) to House Calendar

State Government

HSB 49         Prison Industries. Allows for an Iowa-based manufacturing companies to bypass the Iowa Prison Industries requirement when bidding on state projects. Iowa Prison Industries is still allowed to bid on the project. (passed Committee 19-0) to House Calendar

Transportation

HSB 10         Utility Safety Vehicle.  Defines utility maintenance vehicle in code and maintains that a driver must pass a utility vehicle with due caution and make a lane change if possible, if not possibly the driver must slow to a reasonable speed.(passed Committee 19-0) to House Calendar.

HF 116         Drivers License Issuance. Allows for Clay and Carroll county to issue driver’s license. Passed Committee 19-0) to House Calendar

Veterans Affairs

HSB 53         Veteran County Commissions.  Adds language back into the Code that was inadvertently removed in 2014 with SF 303. States that only the County Commissions of Veterans Affairs may administer the duties of the county commissions. (passed Committee 15-0) to House Calendar

Ways & Means

HF 19           Charitable Contributions in lieu of Fines.  Prohibits charitable contributions from being deducted from taxes if the contribution is in place of a fine or penalty.  (passed Committee 23-0) to House Calendar
