HOUSE LAUNCHES OPEN BUDGET WEBSITE

Iowa House Democrats today launched a new website to bring more transparency to the budget process and give the people of Iowa a direct voice in crafting a balanced, responsible state budget. The website address is www.iowahouse.org/openbudget.

“Iowans understand we are in tough economic times. We want to hear what Iowans think about the state budget. Our new website has detailed information about the state budget for Iowans to learn more and an opportunity to leave ideas or suggestions to help us find cost savings and make budget priorities this year,” said House Speaker Pat Murphy of Dubuque. Welcome to Open Budget Iowa!

House Democrats are committed to a fiscally responsible, balanced state budget that doesn’t forget the needs of hard working, middle class families. The troubled national economy and the devastating storms that hit Iowa last summer have caused a state budget shortfall that will require significant cutbacks and difficult choices.

We have created Open Budget Iowa to bring more transparency to the budget process and give the people of Iowa a direct voice in crafting a balanced, responsible state budget. We need your ideas and suggestions to find efficiencies and new cost savings in the budget.

Below you will find individual “blog posts” with information about Governor Culver’s budget recommendations this year as well as detailed information about each of the seven appropriations areas that we use to craft our budget.

Overview of the Budget

• The Governor is proposing a general fund budget of $6.2 billion, with an ending balance of $75.7 million. The FY 2010 budget represents an increase of $115.2 million over the adjusted FY 2009 budget. The general fund budget grows over FY 2009 because the Governor recommends mov-ing $203.7 million in spending into the general fund that was previously funded from other funds outside the general fund. He is doing this to improve budget transparency. However, if you ad-just for the shifts in spending growth, his budget is actually $88.5 million less (or 1.4% less) than in FY 2009.

Department of Transportation (DOT)

The Governor funds DOT operations for FY 2010 basically at their request level.  This money is from the Road Use Tax Fund; it does not come from the general fund.  It includes $302.4 million from the Primary Road Fund and another $51.4 million from the Road Use Tax Fund.

Justice Systems Budget

You can make a suggestion by clicking here!

Since the courts are an independent branch of government, the law requires the Governor to pass on their budget requests directly to the Legislature without recommendation.
